Cingular has merged with AT&T, here is the lastst message from an AT&T spokeman on Cingular and ATT cell phone directory (in Feburary 2008):

"We strongly oppose data mining and continue to fight data brokers aggressively, and to work with law enforcement and policy makers on this industry issue," said a spokesman for AT&T." We have filed lawsuits against more than 30 individuals and corporations in data broker cases. We've already obtained injunctions against most of the defendants, and have been awarded significant damages." The spokesman further said. "AT&T does not sell customer information to any third parties for sales, marketing or other purposes," he said.

Now the only way you can look up a Cingular cell phone number is through hidden directories or backdoors. None know how long these could exist because of government restrictions...

Back in 2005, Cingular and some other cellular providers such as T-Mobile, Sprint, Nextel planned to roll out a national cell phone 411 directory. The plan was halted because most cell phone owners object the idea. As a result, Cingular, like many other wireless phone providers don't have a wireless phone white page. Even after the merger with AT&T, it has not changed this directory case.

AT&T does own a phone directory at Anywho.com. However, this phone directory doesn't include cell phone lookup.
